Depends how much makeup you have on,
if you didnt have much on i would take it as a compliment, otherswise i would just think they are trying to put it nicely that you are shit at applying make-up

Well you see, if a guy said it nicely, I'd think, well maybe they're saying that I look nicer bare and make-up-less.. but then again, if it was said nastily then it could mean that I looked really ugly with make-up, even though I try hard to make myself look more prettier with it..

Insult becos i love to wear make-up & if they are saying i look better without it, then it's sorta like 'well you look crap wearing that stuff'

Compliment cos they are saying i can look good without make-up, meaning i don't need to bother with it cos they think i look nice without it anyway.

I don't even wear makeup, so if they said it to me I'd just give them a funny look. They'd probably be takin the piss, so I'd take it as an insult.
To other people though, as long as they normally wear nice makeup, then it's OK, coz it's not SUCH a bad thing to go natural. If someone saw me with makeup, and said it, I'd just agree, coz I look crap with makeup on.
