I think you should say no. You're only 14 and you don't sound ready, to be honest.
I think you should wait and if he doesn't want to then I think you could find someone a whole lot better. You should save it until you're 100% ready. :)

You should really say what you really mean.

"I'll think about it" sounds a little different from "I want to also" and "he wants me to have sex with him" also sounds a little bit different from "we would like to have sex together" :\

It should be a personal decision between the two of you. 14 is kinda young, for me at least. And while it's okay to get others' opinions, I don't really get the sense you are ready. Are you?

If you're not ready and he really loves you, he'll wait ;)
