I've been jump roping a lot and doing a few leg lifts. i dont want to gain muscle mass nor have my legs look muscular or larger. will jump roping and doing some squats and some leg exercises make me be more muscular than toned (which i don't want) or will it help me slim down my thighs?

if it does have the effect of making my legs muscular, what are some good leg exercises to loosen up my thigh fat and make them slimmer?

You can't pick which parts of your body you want to slim. You can lose fat, but you can't pick and choose where.

Do some cardio to burn fat. Burn more calories that you take in.

Doing leg exercises isn't going to reduce the fat on your legs. But you should definitely do some basic leg exercises to keep your muscles strong and defined. This will help you burn fat more easily.
