It actually is a police term which means Council Housed and Violant. The terms was used before it became commonly known in regions in London were people used the word chavvy. In newcastle people also said charver. Before the word chav became nationaly known I remember people saying scally in sheffield. Like, ' Which fuckin scally's wrecked this bus stop' now no-one says scally, just chav.
