Why is UK Law Enforcement Such Crap?

Here's why the I ask the question:

There is this UK based company called Visual Pain that I once did business with. Well, a few weeks ago I checked back, and the assfuck of an owner announced that he was going to be moving to Canada in September, and that consequently the future of the site was unclear. Today, on a whim, I checked the site again to see the following message:

ALL OUTSTANDING ORDERS SHIPPED ON OR BEFORE 17TH MAY 2006

The under new management part is what caught my attention. They had some nice titles I was interested in acquiring, but I was a little less than willing to give more business to that pigfucker owner. Presumably the new owner will have said titles and will sell them. And really, since they claim to have the world's most complete cut of Dr. Lamb and a few other films, I'd like to be able to do that. So I'm very pleased to have discovered this.

But it got me thinking about the past. I remembered being ripped off. And in an effort to get revenge, I reported them to the proper authorities in the UK. Now, I figured the authorities would respond. Not about being ripped off, since I knew that was pointless to report. But I instead mentioned their other violations of UK law, which include: Music piracy, film piracy, selling uncertified titles, selling banned titles, importing banned titles, selling pornography to minors, selling shock films to minors, selling banned titles (inc to minors), hosting illegal adult content on UK servers, streaming obscene material, selling obscene material, failing to obtain necissary distribution licenses, failure to comply with BBFC policies, ect. They were by far the worst violators of such laws ever to reside in the UK. And given the sheer number of reports you can read online about the UK jailing and fining people and companies for far less, I figured this was a sure thing. I spoke to UK law and customs officials several times in August 2005. Now, at the end of May 2006, still nothing has been done. And to me, that speaks volumes about UK law enforcement.

There is too much of this type of thing happening to even try do anything about it. They probably know if they shut this down another will open up, neverending cycle :/

the reason why nothing is being done is purely because the government actually gets money out of things like this, in some insane way they allow people to break laws just for a little bit of money. Im not sure how it works entirely but its a little bit dodgy, the government is corrupt.
